Certification Commission for Environmental Professionals


Mission Statement

Protect public health and the environment through certification and the professional designation of water industry professionals. The Certification Commission for Environmental Professionals (C2EP) was established to promote certification as a means of protecting public health and the environment, facilitate the recognition of water/wastewater professionals through a professional designation, and promote reciprocity for easier transfer of certification between environmental certifying authorities.

OFFICERS

Alison McGee, PO, Chair

Alison McGee is a seasoned water industry professional with 19 years of experience specializing in drinking water treatment. Throughout her career, she has built deep technical expertise in water quality, treatment operations, and regulatory compliance while ensuring the reliable delivery of safe drinking water to the communities. She is recognized as a Professional Operator (PO), reflecting her commitment to excellence and industry standards.

For more than 11 years, Alison has held leadership and plant management roles, guiding operational teams, optimizing treatment processes, and fostering a culture of safety, accountability, and continuous improvement. She manages award-winning treatment facilities recognized for their operational excellence, strong regulatory performance, and unwavering commitment to public health.

Alison has contributed significantly to the water profession through national service and leadership. She served on the Water Professionals International (WPI) Board of Directors, including as Chair of the Board in 2022. Her dedication to advancing operator professionalism and certification also led to her selection as Chair of the Certification Commission for Environmental Professionals (C2EP). With a strong blend of operational knowledge, leadership experience, and industry service, Alison continues to champion the development of water professionals and the protection of public health.

John Solvie

John Solvie is the Water Quality Protection & Compliance Manager for Clark County Water Quality in Las Vegas, Nevada, overseeing area-wide water quality management planning and the stormwater regulatory program. His background includes 36 years of regulatory experience in wastewater, stormwater, pretreatment, watershed planning, and groundwater, and 26 years of professional credentialing experience in wastewater and drinking water disciplines. John currently serves as Vice-Chair of Water Professional International’s (WPI’s) Certification Commission for Environmental Professionals and previously chaired the commission for ten years. He has also served for 26 years on the Nevada Certification Board for Water Professionals, which administers Nevada’s regulatory and non-regulatory wastewater certification programs. He is a Past-Chair of WPI and recipient of WPI’s Harris F. Seidel Lifetime Achievement Award and the Nevada Water Environment Association’s Lifetime Service Award.

COMMISSIONERS

Shantelle Clark, PO, Collections Operations

Shantelle Clarke is a seasoned water and wastewater professional with 20+ years of experience in operations, training, program management, and organizational leadership. Known for combining technical expertise with strong leadership, she has built a career around improving systems, developing people, and making complex information clear, practical, and engaging. With international experience spanning utility operations, treatment plant supervision, course development, and regional training leadership, she brings both credibility and personality to every room. Shantelle also serves as a Subject Matter Expert for exam development and as Chair of the Collection Certification Commission with WPI, reflecting her ongoing commitment to advancing the profession and supporting operator excellence. She holds PO certifications in Wastewater Treatment IV, Water Distribution Manager IV, and Wastewater Collection III

Andrew Houlihan, PO, Water Treatment Operations

Andrew O'Neill, PO, Wastewater Treatment Operations

Andrew O’Neill is a technical assistance provider in the Department of Ecology’s (Washington state) Water Quality program. He holds valid wastewater treatment Level IV certifications in the states of Washington, Idaho, and Oregon and achieved the Professional Operator (PO) designation awarded by the Certification Commission for Environmental Professionals (C2EP) from Water Professional’s International (WPI) in 2016. Andrew earned his graduate degree in Organizational Leadership from Gonzaga University, Spokane WA. in 2005. For over more than 24 years, Andrew has continued to serve the wastewater industry as a specialist in wastewater certification training, process control, and regulatory compliance reporting. His background includes serving in various roles, such as, a wastewater treatment plant operator, facilities manager, an adjunct wastewater instructor at Spokane Community College, board member for the state of Washington’s Wastewater Certification Advisory Committee, past president of the Water Environment Federations (WEF) member association Pacific Northwest Clean Water Association (PNCWA) 2010-11, and serves as the current Wastewater Treatment Operations Commissioner with WPI.

Molly Price, Public Commissioner

Molly Price is an accomplished Program Director with over 20 years of experience in state government, specializing in regulatory oversight, operational program management, and process improvement. She currently leads the operational and programmatic activities of numerous building and environmental boards for the South Carolina Department of Labor, Licensing and Regulation (LLR), including key sectors such as engineering, architecture, environmental certification, and building safety.

Molly is known for her data-driven leadership and comprehensive regulatory expertise. She oversees board operations, supervises staff, manages legislative changes, and leads training and succession planning initiatives to build resilient, high-performing teams. In addition to her core responsibilities, she has served on the Palmetto Incident Support Team since 2015, supporting statewide emergency response operations for natural disasters.

Molly graduated with honors from the University of South Carolina with a master’s degree in earth and environmental resources management and a bachelor’s degree in political science. She is a Certified Building Official (CBO) and a Certified Public Manager (CPM).

Actively engaged in professional leadership, Molly serves on several high-profile boards and commissions, including the International Code Council’s Major Jurisdiction Council and the Water Professionals International’s Certification Commission for Environmental Professionals.

Recognized for her contributions to public service, she has received multiple industry awards and is a trusted voice in regulatory innovation. Driven by a passion for public service, Molly is committed to helping build a safer, more resilient, and sustainable South Carolina for generations to come.

Ben Wright, PO, Distribution Operations

Ben Wright has over two decades of experience in the water and wastewater industry, beginning his career in 2000 as an operator trainee with Gilbert-Summit Rural Water. In 2002, he contributed to the construction of the Saluda Dam at Lake Murray while working with Griffen Dewatering. He joined the City of Cayce in late 2003 as an operator trainee and was promoted to Superintendent of Field Operations in 2007, a role in which he continues to serve.

Ben Wright holds multiple professional certifications, including South Carolina A-level certifications in Water Distribution and Wastewater Collection; Class II Professional Operator (PO) certification in Water Distribution; and a Backflow Certification. He is also a Certified Public Manager (CPM), graduating with the Class of 2023.

An active leader in the industry, Ben Wright previously served as Chair of the Voluntary Collections Committee for the Water Environment Association of South Carolina (WEASC) and currently serves as Commissioner of Water Distribution for the Certification Commission for Environmental Professionals (C2EP).
